The council has 4 districts to provide localized support for Scouting:
Potomac - serving Berkeley and Morgan counties (except Paw Paw area)
Shawnee - serving the City of Winchester and Frederick County in Virginia and Capon Bridge and Paw Paw in West Virginia
Shenrapawa - serving Page, Rappahannock, Shenandoah, and Warren counties
Mannahoac - serving Clarke County in Virginia and Jefferson County in West Virginia
