Recognizing the importance of a quality program, and the desire of reducing risk management and improving retention, we recommend that in order for a unit to recharter all unit leaders must be trained for the position they serve by January 2015.  During the first year this will include top-level unit leaders (cubmasters, scoutmasters and crew advisors).  In the second year, we will require that all direct youth contact positions be trained by October 2015.

What Makes a Trained Leader?

In order for a leader to be considered fully-trained for their position they are required to have taken the following courses:

CUBMASTER

  • Youth Protection Training
  • This is Scouting
  • Cubmaster Fast Start
  • Cubmaster & Assistant Position Specific Training

SCOUTMASTER

  • Youth Protection Training
  • This is Scouting
  • Boy Scout Leader Fast Start
  • Scoutmaster & Assistant Specific Training
  • IOLS - Introduction to Outdoor Leader Skills

ADVISOR

  • Venturing Youth Protection Training
  • This is Scouting
  • Venturing Fast Start
  • Venturing Leader Specific Training

Notification Timetable

Immediately - Council sends first-class mailing to all registered leaders and chartered organizations

July 2014 - Unit Commissioner has phone call with untrained leader

September 2014 - Unit Commissioner advises unit-level Committee Chair and/or Chartered Organization Representative

January 2015 - Untrained top-level unit leader is removed from unit leader position

October 2015 - Untrained direct youth contact leader is removed from charter

Amnesty Period

An amnesty period of 6 months will allow any leader to register training not reflected in their current records without physical training documents.  The leader will need to provide the name of the course, date and location taken in order to receive credit for the course.
