Shenandoah Area Council – Service Announcement:

To improve our performance and service through leveraging our strengths, we have made some changes in staff structure, support and responsibilities.

Support Staff:

Bill Joyce has come on as a full-time program specialist.  He will be working in partnership with Richard Holder to help administer and oversee the execution of programs and services at Camp Rock Enon.  He will be working directly with volunteers in the coordination of special events and making sure activities are run following all Local and National policies.  Bill’s primary focus will be Cub Scout Summer Camp and Cub Scout weekend camps. Richard Holder will remain our facility manager and camp director for resident programs.

Kari Judson will be taking on Fundraising & Event Planning.  She will coordinate day-to-day fundraising activities including popcorn, peanuts, camp cards, assistance with special events, setting up and tracking Family Friends of Scouting and helping in recording Unit Fair Share progress and needs.  She will actively work with cultivating new grants and foundation requests for additional support and provide administrative support to unit fundraisers as needed.

Renee Eaton has been promoted to our Customer Service Specialist.  In this role she will still act as Registrar, but will also oversee the day-to-day activities of the Scout Shop and customer service areas available at the Armstrong Scout Service Center.  She will handle any escalated customer service issues regarding membership and advancement services.

Jeanne – will continue her role as Office Manager with a direct responsibility for accounting services, Friends of Scouting Campaigns and acting as Executive Assistant to the Scout Executive and Assistant Scout Executive.


 Professional Staff:

We have hired a new District Executive for the Shenrapawa District, James Leonick.  James, an Eagle Scout, is a recent graduate of York College of Pennsylvania. He earned his Bachelor of Arts in Political Science with a minor in Not-for-Profit Management. James started in Scouting as a Tiger Cub and earned his Eagle in 2013. We’re excited to have James join our team effective October 1st.

We are happy to announce that Craig Carrol has been promoted to Senior District Executive with a primary role in serving the Potomac District.  He will continue to help mentor the Shawnee area and act as staff advisor to the Golf Tournament and Fashion Show.


Mark Pennington’s primary role as Assistant Scout Executive will be field services.  Staff development, District Operations, Friends of Scouting Leadership and Community campaign manager will be his focus.  He will act as staff advisor to program support elements of Bill Joyce and Richard Holder. 


Stuart Williams’ primary role as Scout Executive is in overseeing the operations of the Council as it pertains to remaining compliant with State, Federal, and National criteria.  He will focus on board development, risk management, legal matters, and community service.  He will spear head capital and long term major gift fund development.
